Most people assume every lift becomes a firefighting lift in an emergency. The opposite is true. When smoke is detected, ordinary lifts are designed to do one thing and then stop.
Firefighter lift requirements Dubai: how a fireman's lift differs from a normal one
A normal passenger lift is not built to run during a fire. On an alarm it performs a fire recall: it returns to a designated level, opens its doors, and takes itself out of service so nobody rides a lift into a smoke-logged floor. That is a safety feature, not a fault.
A fireman's lift does the opposite. It is designed to keep working under the control of the fire service, and everything around it is built to let it. It sits inside a fire-rated shaft, draws from a secondary power supply so it survives loss of the building's main supply, is protected against water running down the shaft, and opens into a protected firefighting lobby on every floor. A firefighter's control switch at the access level hands command of the car to the crew, who then use it to move people and equipment up the building instead of climbing 40 flights.
The construction standard usually named for the lift itself is EN 81-72, which sets out what a firefighters lift and its shaft, lobby, and controls must do. In Dubai the binding requirements come from the UAE Fire and Life Safety Code of Practice, enforced by Dubai Civil Defence, and the principles align with the NFPA 101 Life Safety Code used across much of the region.
Refuge areas and refuge floors: where people who cannot take the stairs wait
A refuge area is a protected spot, often within or beside the firefighting lobby, where a person who cannot use the stairs can wait in relative safety for assisted rescue. In taller towers this scales up to a dedicated refuge floor at set intervals up the building.
What makes it a refuge and not just a landing? Fire-rated construction, protection from smoke, two-way communication back to the fire command point, clear signage, and enough space for a wheelchair to wait without blocking the escape route for everyone else. NFPA 101 calls this an area of refuge, and the concept carries the same intent under the UAE code.
There is a stance to take here, and it is not soft. A refuge area only works if it is maintained and kept clear. The moment it becomes overflow storage, it stops being a place of safety and becomes a hazard with a sign on the wall.

The firefighting shaft: the crew's protected route up
The fireman's lift rarely stands alone. It is usually one part of a firefighting shaft, a fire-rated core that also holds a firefighting stair and, on each floor, that firefighting lobby. Running up through it is the wet or dry rising main with landing valves, so a crew can connect hoses floor by floor instead of dragging line up the whole building.
Think of the shaft as a bridgehead. It gives firefighters a defended position to work from, close to the fire but shielded from it, with a lift to bring people and kit up and a water supply already at hand. Every part depends on the others. A lift that runs but a lobby that fills with smoke is no bridgehead at all.

Maintenance and testing: what keeps them usable on the day
None of this is fit-and-forget equipment. The parts that fail quietly are exactly the ones nobody rides in normal use.
A proper regime tests the firefighter's switch and lift recall, confirms the secondary power supply actually cuts in, checks the two-way communication from every refuge point, and verifies the lobby stays smoke-free, which usually means the pressurization system is working. In practice, the defect we find most is not electrical. It is a refuge area or firefighting lobby quietly turned into a store: pallets, a cleaner's cart, stacked furniture. The lift tests fine. The refuge is unusable.
The trade-off is honest. Keeping a refuge floor clear and a firefighting lift on a tested regime costs floor space and money that a busy building always wants back. But the cost of the alternative is measured in the one evacuation where a resident could not reach safety, and that is not a bill you get to pay in instalments.
