Operating inside a Dubai free zone adds a compliance layer most tenants discover late: you answer to two authorities, not one. Your fire systems must meet Dubai Civil Defence standards, and your free-zone authority - DAFZA, DMCC, Dubai South, DSO, JAFZA and others - has its own facility-compliance requirements on top. A fire AMC that satisfies one but ignores the other leaves a gap that surfaces at lease renewal or a facility audit.
Here is how free-zone fire AMC actually works, and the extra step most tenants miss.

You Answer to Two Bodies
On the mainland, fire compliance points at Dubai Civil Defence. In a free zone there are two:
- Dubai Civil Defence - the fire-system maintenance and life-safety standard.
- The free-zone authority - facility management and compliance, which may require you to submit maintenance evidence and certificates.
The maintenance work is the same; the difference is that a free zone often wants to see the proof, on its own schedule and format.
The Landlord Gap
The most common - and most expensive - assumption is that the landlord's AMC covers your unit. Usually it does not. Typically:
- The landlord maintains shared and base-building systems.
- Your unit's fire protection, and anything you added during fit-out, is your responsibility.
Get the split in writing. A tenant who assumes full landlord cover is the one scrambling when a compliance check asks for their records.
The Extra Step: Annual Test Certificate
Several free zones require, in addition to the AMC, an annual fire test certificate from a Dubai Civil Defence-approved third party - often with the facility or plot number stated on it. The AMC and the certificate are linked but separate: the AMC keeps the systems maintained all year; the certificate is the annual third-party proof. You need both.
What a Free-Zone Fire AMC Should Cover
For a typical free-zone office, warehouse or industrial unit:
- Fire alarm and detection (plus Hassantuk monitoring where connected)
- Fire pump, sprinklers, hose reels
- Fire extinguishers - inspection and refill
- FM200 / clean-agent for server and electrical rooms
- Emergency and exit lighting
- The records and certificate coordination both authorities expect

Records Are the Currency of Free-Zone Compliance
Free zones run on documentation. A maintained system with no submitted records is treated as non-compliant, and a lapse here can complicate a lease renewal in the same way it would a trade licence on the mainland. Keep the logbook, reports and certificates current and ready to submit.
