The fire pump starts. It pulls from the tank in the basement, pushes water up to the sprinklers on the fire floor, and for the first few minutes everything holds. Then the pressure sags. The tank feeding it was shared with the building's domestic supply, and across a hot week the cooling towers and flushing cisterns had quietly drawn it down. Two things then matter as much as the volume itself. The tank has to refill within a set time after use, so one event does not leave the building exposed. And the suppression outlet has to be arranged so nothing else can pull the reserve below its design level. On a combined tank that feeds both domestic and fire, that usually means the fire supply draws from a dedicated low outlet while the domestic draw-off stops higher up, leaving the fire reserve sitting untouched underneath it.

Inside the pump room: what the layout intends
NFPA 20, the Standard for the Installation of Stationary Pumps for Fire Protection, governs the room the pump lives in, and nearly every rule in it answers one question. Will this pump still be running while the rest of the building burns?
That is why the pump room is separated from the building by fire-rated construction, reached by a protected route a crew can use during a fire, and given its own drainage, ventilation, lighting and clearance around the equipment. A diesel pump needs air to breathe and a way to shed its exhaust. Water that escapes a seal needs somewhere to go that is not the control panel. The clearances exist so an engineer can actually reach the parts that get tested.
None of this is decoration. Dubai Civil Defence reviews pump-room access and separation because a pump you cannot reach, or one that floods itself, is a pump that fails silently.
The reserve nobody protects
Here is the stance I will defend. On combined tanks, the fire reserve is the single most common thing to get quietly compromised, and almost nobody watches it.
In practice, the tank goes in correctly on day one, the low-level fire outlet set where it should be. Then a plumber reroutes a domestic feed. Or a float switch fails. Or someone lowers the domestic draw-off to squeeze more usable water out of the tank during a supply pinch. The fire reserve line moves, or stops being enforced, and nothing visible changes. The tank still looks full. The gauge still reads fine. The volume that is meant to be ring-fenced for a fire is now feeding a cooling tower.
There is a real trade-off buried here. A single combined tank is cheaper to build and takes less plant space than separate domestic and fire stores, which is why so many Dubai buildings have one. The saving is genuine. It just moves the whole risk onto one detail: the level that separates shared water from protected water. Get that wrong and you have paid for a reserve you do not have.

A practical next step
Ask whoever maintains your water systems one question. On your tank, what level is the fire reserve set to, and what stops the domestic side drawing below it? If the answer is vague, that is the check to run first, before any pump test.
