- Start with occupancy, not the product sheet: who is in the room when it discharges decides which agent is even allowed.
- NOVEC 1230, FM-200 and IG-541 are all occupant-safe at design concentration; CO2 is not, and sits under a separate standard.

Put CO2 into a room with people in it and the fire is not the thing that kills them. That single mistake, matching a total-flooding agent to the wrong space, is why clean agent fire suppression selection has to start with who is standing in the room, not with a product sheet. A server room with staff at the racks, an unmanned generator enclosure and a paper archive each pull toward a different gas, and the codes treat them differently for good reason.
Get the agent wrong and you either fail the Dubai Civil Defence sign-off or, worse, protect the equipment and put the people at risk.
Four options cover almost every enclosure you will meet.
The clean-agent options, in one breath
The halocarbon and inert-gas agents are designed to NFPA 2001, the Standard on Clean Agent Fire Extinguishing Systems. They split into four practical choices.
NOVEC 1230 (FK-5-1-12) is a fluoroketone fluid that floods as a gas, pulls heat out of the fire, and leaves no residue on electronics. Wide occupant safety margin. Best environmental profile of the group, with a global warming potential close to 1.
FM-200 (HFC-227ea) is an HFC gas, occupant-safe at design concentration, compact in the cylinder room, and easy to recharge because it is stocked everywhere. Its weak point is a high global warming potential measured in the thousands.
IG-541 is not a chemical agent at all. It is an inert-gas blend of nitrogen, argon and a small fraction of CO2 that works by lowering the room's oxygen to a level a person can still breathe long enough to leave. It leaves nothing behind, but it needs a lot of high-pressure storage.
CO2 is the outlier. It smothers fire by displacing oxygen to a concentration that is dangerous, often lethal, to anyone still inside, and it sits under a separate standard, NFPA 12, rather than the clean-agent code. Treat it as a high-hazard, unoccupied-space agent and nothing else.
Clean agent fire suppression selection by room type
Match the agent to the space and the occupancy first. Everything else is sizing.

Read the table top to bottom and one line stands out. CO2 appears only where the room is empty and stays empty. Put it anywhere staff work and you have designed a hazard, not a safeguard.
The rows are a starting point, not a verdict. A generator room a technician walks into during discharge stops being unoccupied, and the CO2 option comes off the table with it. An electrical room packed with cable trays can leak agent through unsealed penetrations, which rules out every option until the enclosure is fire-stopped. Occupancy and enclosure integrity move the answer more than the equipment brand ever does.

The occupied Dubai server room: where I land
Most rooms I survey in Dubai are occupied server or telecom spaces, and for those there is a default worth stating plainly. NOVEC 1230 is the pick. Wide safety margin, no residue on the racks, and an environmental profile that keeps the room defensible for the twenty years the cylinders sit charged.
FM-200 is the sensible fallback. Same occupant safety, more compact, far easier to recharge.
In practice the deciding factor is rarely the fire performance, because both put the fire out. It is the recharge. After 3M began winding down its PFAS product lines, FK-5-1-12 supply and lead time became a real planning item, so a site that cannot tolerate a long re-arm after a discharge sometimes lands on FM-200 for that reason alone. Space, recharge and the trade-off you inherit
Here is the trade-off nobody flags at quotation. Inert-gas systems are the kindest environmentally and leave zero residue, but IG-541 stores at high pressure and needs many more cylinders than a halocarbon system for the same room. Whatever the agent, the UAE Fire and Life Safety Code of Practice, enforced by Dubai Civil Defence, still expects the enclosure integrity test, the interlocks and the documented maintenance. Miss those and even the right agent fails at inspection.
