The service report said "fire system serviced, all in order". One line, one signature, no date against any individual test. The building had four wet risers, two pumps, 900-odd detectors, a kitchen suppression system and 60 dampers. All of it, apparently, in order.
One line for nine hundred devices.
The contract behind that report was not cheap. It was simply written to be delivered quickly, and the deliverable nobody specified was the record. Fire system service and maintenance in Dubai is judged twice: once by whether the equipment works, and once by whether the paperwork can prove it. Most buildings only buy the first.

Service is a task list with intervals

The three deliverables of a service visit
A visit should leave three things behind, and most leave one.
The work. Tests carried out, devices exercised, readings taken. This is the part everybody buys.
The record. What was tested, when, by whom, with results. Device or zone level, not building level. This is what an inspector reads and what a future contractor inherits.
The defect list. What was found wrong, its priority, what it will take to fix, and a date. Without this a service visit quietly becomes a report that everything is fine, because nothing that was found has anywhere to go.
Here is the stance, from the takeovers we do rather than from any published figure. The defect list is the deliverable that separates a maintenance contractor from an attendance contractor. A contractor who never raises defects is not finding none. They are finding them and not writing them down, because a written defect becomes an obligation and an argument about who pays.

The column that matters is the third. If a contractor cannot say where an interval came from, they chose it, and the thing they optimised was the cost of delivering it.
Reading a service report properly
Most service reports are filed rather than read, which is how a year passes before anybody notices what is missing. Four checks take about ten minutes and tell you most of what you need.
Count the defects. Zero defects on a building more than a few years old is a finding in itself. It usually means nobody looked rather than nothing was wrong.
Look for numbers. Pump pressures, flow figures, battery voltages, device counts tested. A report of ticks records attendance; a report of readings records condition, and only the second can be compared against last quarter.
Check the coverage. Does the report say which zones or devices were tested, or does it say the system was tested? On a nine-hundred-device building the difference is the entire point.
Check the signature and date. An unsigned or undated report is not evidence, whatever it says. An inspector will treat it as though the work is unproven, because from their side it is.
If a report fails all four, the contract is delivering visits. Raise it at renewal with the specific reports in hand rather than as a general complaint, because a specific gap is much harder to talk away than a vague dissatisfaction.
Rectification is where contracts break
Finding a defect and fixing it are two different commercial events, and the gap between them is where most fire maintenance relationships fail.
Three questions settle it before signing:
- What is inside the fee? Minor rectification during a visit, or is every finding a quotation?
- What is the response on a critical defect? A dead pump or an isolated alarm zone is not a next-quarter item.
- Who tracks closure? An open defect with no owner and no date will still be open at the inspection.
The honest trade-off: a contract with rectification inside the fee costs more per year and, in a good year on a well-maintained system, you will have paid for work that was not needed. Genuinely. What you are buying is the removal of the negotiation that otherwise happens every time something is found, because that negotiation is what causes defects to go unrecorded in the first place. On a newer building with a clean system, a quote-per-defect arrangement is entirely reasonable. On an older one, it quietly incentivises everybody to look less hard.
