The inspector spent eleven minutes in the plant room and failed the building on a fire pump that ran perfectly. The pump was fine. The problem was that nobody could produce a test record for it, the pressure gauge on the discharge side was reading against a faded scale, and the zone chart on the wall showed a floor layout the building had not had since a fit-out two years earlier.
Working equipment. Failed inspection.
That is the gap most buildings fall into. A DCD inspection is not only a test of whether the systems work. It is a test of whether you can demonstrate they work, on the day, to somebody working through a checklist in a limited window.
In short: an inspection checks three things at once — whether the installation matches what was approved, whether it functions on demand, and whether maintenance can be evidenced. Most buildings prepare for the second and are caught by the first and third. Work outward from documents, because paperwork gaps take longest to close.
What an inspection is actually assessing
Dubai Civil Defence enforces the UAE Fire and Life Safety Code of Practice, and an inspection visit is broadly checking three things at once.
Does the installed system match what was approved? Drawings, device counts, zone layouts, and whether a fit-out has moved walls without moving detection.
Does it function on demand? Alarm activation, panel response, monitoring connection, pump start, damper closure, emergency lighting, exit routes clear and lit.
Can you prove it has been maintained? Logbook, AMC in force with a DCD-approved contractor, dated test records, defect list with closure dates.
Buildings usually plan for the second one and get caught by the first and third. The systems are serviced. The evidence is scattered across three inboxes and one contractor's van.

The two-week run-up

What gets failed most
Here is the stance, drawn from the readiness audits we run rather than from any published DCD statistic. The failures we meet are rarely broken equipment. They cluster in four places:
- Evidence gaps. Servicing happened; the records are incomplete, undated, or unsigned. The work is invisible.
- Drawing mismatch. A tenant fit-out added partitions, and detection, sprinkler coverage or escape routing was never re-approved.
- Housekeeping on escape routes. Stored goods in a corridor, a wedged fire door, a locked final exit. Cheap to fix, and it colours the whole visit.
- Monitoring not proven. The alarm works locally. Nobody demonstrates that the signal reaches where it is supposed to.
> An inspector is not measuring your building against a perfect building. They are measuring what you can show against what was approved.
The fourth point deserves attention because it is the one people assume is somebody else's job. Preparing versus performing
There is a real trade-off in how hard you prepare, and it is worth naming rather than pretending the answer is always "more".
A full mock inspection costs a day of engineer time and produces a defect list you then have to fund. On a small, recently commissioned property with a clean logbook, that is probably money you do not need to spend, and a documents check plus a function test will get you there.
On an older building, a multi-tenant floor plate, or anywhere that has had fit-out work since the last visit, the mock inspection is the cheaper option. Not because it finds more, but because it finds it while you still have the option of scheduling the fix rather than negotiating with a deadline.
The distinction is whether your building has changed since it was last approved. If it has, the drawings are the risk, and drawings are the slowest thing to put right.
On the day itself
Preparation decides the outcome, but the visit still goes better or worse depending on how the building handles it.
Have one person accompany the inspector throughout. Somebody who knows where the plant rooms are, holds the keys, and can produce a document without leaving to find somebody else. Handing an inspector between three people loses time and confidence in equal measure.
Bring the file to the inspector rather than the inspector to the file. The logbook, test records, AMC and approval references in one place, in order. Searching an inbox in front of somebody is the single most avoidable bad impression available.
Answer what is asked. If something has not been done, say so and say when it will be. An inspector will encounter the gap anyway, and a straight answer with a date reads very differently from a discovered omission.
Write down every observation as it is made, including the informal ones. Comments made in passing during a walk frequently become the written findings afterwards, and a building that has already captured them can start work the same week rather than waiting for the report.
Do not attempt repairs during the visit. It signals the defect was known and untreated, and it takes the inspector's attention off everything else.
None of that changes the condition of the systems. It changes how completely the building can demonstrate the condition it is in, which is what the visit is measuring.
After a failed inspection
A negative outcome is a defect list with a period to correct it, not the end of the matter. What determines how painful it becomes:
- Fix the named items and evidence each fix. A photograph, a dated report, a signed test sheet per item.
- Close the drawing issue properly rather than annotating a print by hand.
